Pocono Township Police arrested a man who they say strangled a woman while he was driving her car on Route 611 without her consent. 23 year old Isaac Oropeza of Tobyhanna is now facing charges including Strangulation; Simple assault; Reckless endangerment; and Unauthorized use of an automobile.
