Governor Proposes College Shakeup

Governor Josh Shapiro is proposing an overhaul of Pennsylvania’s higher education system. He says he wants to bring together Pennsylvania’s 14 state-owned universities and 15 independent community colleges under one system; slash tuition to $1,000 a semester for low-income students; and base state funding on school performance. It all comes about as the governor admits that Pennsylvania ranks among the worst in the nation for college affordability.
