A man accused of hitting a woman with his car and fleeing the scene has turned himself in. Stroud Area Regional Police say 46 year old Robert Miller admitted he struck the woman last October in Stroudsburg, then left after briefly stopping to apologize. He’s charged with driving without a license and causing injury in a crash. The victim was hospitalized.
